here such prohibitions have not been issued, I have the honour to request that Y.E. will obtain the assent of H.E.'s Government to the extension to such places of the Hongkong Ordinance so that in future any person in any British port or in any place in Chinese territory found publishing seditious matter or holding public meetings and making seditious speeches shall be severely punished in accordance with the prohibition issued in the Colony of Hongkong. The Chinese Government's sense of gratitude will be still greater if this measure, tending to ensure the public peace and strengthen the bonds of friendship between our two countries, can be put into effect.
